The New York City Sanitation Department ( DSNY ) is a New York City government department responsible for garbage collection, recycling collection, street cleaning and snow removal.

Organization
The Sanitation Department of New York City is the largest sanitation department in the world, with 7201 uniformed officers and uniformed supervisors, 2,041 civilian workers, 2,230 general truck collectors, 275 special collecting trucks, 450 street sweepers, 365 salt and salt spreaders, 298 front end loaders, and 2,360 supporting vehicles. It handles over 12,000 tons of residential and institutional waste and recyclables a day. It has uniformed strengths of unionized sanitation workers (Local 831 USA of the Teamsters). The rules are listed in Title 16 of the New York City Rules .

Law Enforcement
The New York City Sanitation Department has its own Law Enforcement power which currently consists of four special units:

Officers appointed by the Sanitation Police as peacekeepers, as provided for in the New York Criminal Procedure Code Section 2.10, paragraph 59, are granted limited arresting powers.

Bureau and Unit
BCC: Bureau of Cleaning and Collection
The Cleaning and Collection Bureau is responsible for collecting recyclables and garbage, clearing roads and vacant lots, and clearing snow and ice roads. BCC assigns personnel and equipment to standard routes while managing weekly personnel allocations to deal with waste and illegal disposal.
The Cleanup Office oversees garbage disposal and debris from city streets, collects materials for recycling and garbage from public trash and coordinates with Derelict Vehicle Operations to eliminate abandoned vehicles. The Lot Cleaning Unit clears empty areas and areas around them, and around town-owned buildings to meet City Health Code standards.

SWM: Solid Waste Management
The Solid Waste Management Bureau is responsible for the disposal of all municipal solid waste and recycling managed by DSNY, and for long-term waste export programs. The Bureau consists of the Solid Waste Management Technique, the Export Contract Management Unit, the marine and terrestrial transfer station, and the TPA of Waste Disposal and the long-term export program.
The Export Contract Management Unit handles DSNY contracts with private vendors that operate municipal solid waste disposal facilities, including transfer stations and waste-to-energy plants. DSNY also has a transfer station owned and operated by the city.
The Solid Waste Management Technique is principally responsible for post-closure design, construction, closure and maintenance, and the final development of a 2,200-acre Fresh Waste Disposal Site. It also develops and implements long-term waste-export programs and the City Comprehensive Solid Waste Management Plan for 2006-2025 and the Final Report on the Impact of Environmental Management on Solid Waste Management.
BIT: Information Technology Bureau
The Information Technology Bureau manages all aspects of computing and technology for DSNY, including networks, databases, software, tools, and technical support.
The bureau designed the Resource Management and Tracking Management (SMART) Sanitation system, a web-based mobile system that provides DSNY field workers with digital operations, scheduling and reporting technologies, and provides instant access to DSNY management to real-time operational information. It integrates with city systems such as GIS mapping services, fleet management, building management, human resources, and financial purchases and applications.
BOO: Office of Operations Bureau
The Office of Operations Bureau is DSNY's premier communication center, handling inter-agency and intra-agency communications. To ensure efficient communication, the radio room maintains and monitors city-wide radio communications, equipment upgrades, upgrades, maintenance, and inventory.
The Bureau oversees all DSNY facilities, manages budget costs, and controls fuel and lubricant supplies, as well as tools and supplies for use throughout the city. OMD: Division of Operations Management
The Operations Management Division provides a review and statistical analysis to evaluate DSNY's managerial and operational performance, including, most recently, a comprehensive review and extensive redevelopment of the methodology used for snow clearing operations throughout the city. This division delivers performance results to executive staff, field managers and the public, to provide insight into organizational performance and help evaluate future initiatives. OMD also develops all forms of departments and provides reprographic services for agencies.
The DSNY Company's Geospatial Program Management Office, established in 2014, adds additional thoroughness to the Operations Management function by enabling and promoting intentional and deliberate intentional geospatial data consumption across agencies, as well as the innovative technologies that enable it. Its core objectives are to:
- Develop and maintain centralized and authoritative geospatial data storage and ensure its integrity, accuracy and security

PMD: Personnel Management Division
The Personnel Management Division coordinates with Human Resources regarding the employee's personal actions, such as the process of recruiting new sanitation workers, promotion, demotion, employee evaluation, discipline issues, separation of services, and employee difficulties. It also monitors electronic disciplinary systems for accuracy, and acts as a liaison between the Advocates Department and field operations of the Cleansing and Collection Bureau and the Solid Waste Management Unit. This division allocates general supervisors, supervisors, civilians, and sanitation workers assigned to medical duties to support daily Cleansing and Collection operations.
DST: Safety and Training Division
The Safety and Training Division is responsible for all administrative and operational training to ensure that DSNY employees have the knowledge and skills to perform their work safely and effectively in the hazardous workplace. Italso has jurisdiction to enforce federal, state, municipal, and departmental laws, regulations and regulations relating to safe operation of motor vehicles and work procedures, building maintenance, and driver licensing requirements.

BME: Motor Equipment Bureau
The Bureau of Motor Supplies provides various fleet-related functions, such as design, research and development, procurement, maintenance, repair and eventual disposal of DSNY vehicles. All these functions are performed through four major operating divisions - BME Field Operations, Materiel Management, and Vehicle and Guaranteed Acquisition Division, and Center Operation Operations.
BBM: Building Maintenance Bureau
The Building Maintenance Bureau has the responsibility to maintain garages, transfer stations, workshops, and office buildings in all five areas. The bureau employs carpenters, plumbers, electricians and other skilled tradesmen who provide routine maintenance, facility rehabilitation, and emergency repairs. Together with the Legal and Engineering Section, the Building Maintenance Bureau ensures that the DSNY facility complies with all federal, state, and local regulatory requirements. The Bureau also works with the City Administrative Service Department to secure funding for energy reduction programs and to achieve carbon dioxide emission goals.
Enforcement Division
The Enforcement Division monitors compliance with administrative, recycling and health laws governing clean road maintenance, illegal posting and disposal, theft of recyclable items, and the recycling and disposal of recyclables and solid waste by residents and businesses.
Sanitation Law Enforcement Officers are trained DSNY workers or supervisors, armed peace officers. Sanitation Enforcement Agencies are unarmed civilians who are undergoing comprehensive classes and field training programs.
Unit Canine Enforcement Division across the city and issue violation notices for quality life violations, such as removable dogs, littering, and failure to dispose of dog feces and harmful liquids.
Environmental Enforcement and Permit Inspection Unit
The main responsibility of the License Inspection Unit is the enforcement of Local Law 40, which regulates permit and inspection processes from solid waste removal stations and fills material operations within the city. The environmental police officer conducts routine checks to ensure compliance with rules and regulations relating to these activities.
The Permit Inspection Unit problem allows and conducts regular inspections of putrescible and non-putrescible transfer stations, fills material transfer stations, and fills material operations that involve smoothing, smoothing, or upgrading properties. It also plays a major role in identifying and closing illegal transfer stations and landfills, and working closely with DSNY Legal Affairs and various state, state, and federal agencies.
The Environmental Enforcement Unit enforces Local Laws 70 and 75, regulating storage, transportation, and disposal of asbestos and regulated medical waste. Legal Field
The Legal Bureau is the internal legal department of DSNY which has various divisions, including Contracts, Environmental Affairs, Intergovernmental Affairs, Advocate Offices and Head Offices. These divisions provide legal advice, advice and assistance to other bureaus in relation to procurement and contract management, drafting and enforcement of laws and regulations, arranging solid waste transfer stations, and working with other government departments and agencies.
The Bureau serves as a DSNY liaison with the City Council and the State Legislature, manages the DSNY City Quality Neighborhood Review process, coordinates DSNY responses to requests for Freedom of Information Laws for documents, and provides litigation support to the City Law Department in connection with lawsuits involving DSNY. The Bureau provides legal advice on employment issues and personnel, is a DSNY advisor on the legal aspects of environmental compliance efforts, and works with DSNY engineers to resolve controversies, enable construction projects to proceed, and avoid disputes and litigation.

Motto
Like the rest of the uniformed troops of New York, rank and file have collective nicknames: "New York's Strongest," a term coined by Harry Nespoli, former President of International Brotherhood of Teamsters Local 831, to describe the Sanitation Department of the football team in the late 1970s to early 1980s. Part of Worth Street between Center and Baxter Streets in Manhattan is named "Avenue of the Strongest" in honor of them.
History
Prior to 1881, the Road Cleaning Bureau functioned under the New York City Police Department. However, the streets were filthy, filled with mud, garbage, ash, and horse and dirt urine. On May 29, 1881, all books and bureau papers were moved from the police headquarters to anticipate the enactment of legislation that created a new administrative structure and a separate Department of Road Cleaning. On May 30, the law enacting the Road Hygiene Department was signed by New York Governor Alonzo B. Cornell. However, Henry H. Gorringe, who had been asked to serve as the first commissioner by Mayor William R. Grace, had hoped for a different bill and denied the position, stating that it was "delusion and snares from beginning to end", and that he should answered "five different areas of the city government - Mayoralty, Council for Estimation and Supervision, Health Council, Police Department, and Department of Street Cleaning," with the latter having the most effective power. Instead, a few days later, James S. Coleman became the first commissioner, and held the position for 8 years.
In 1894, Colonel George E. Waring, Jr. became a commissioner, and he was credited with clearing the streets substantially, and pioneering recycling, road sweeping, and the formation of uniformed cleansing and gathering forces. The name of the department was changed to the Sanitation Department in 1929.

Strikes
- 1968 : Sanitation workers have been without a contract for six months when they reject Mayor John Lindsay's proposal and strike on February 2. As garbage on the streets of New York City accumulates to over 100,000 tons, negotiations between Lindsay and union leaders go badly. Finally, on February 10, New York Governor Nelson Rockefeller stepped in, offering a $ 425 wage increase and future arbitration, agreed by the workers and ending the strike.
- 1975 : A stray cat strike occurred in 1975 from 2 to 4 July amid the budget crisis for New York City before workers returned to work under the terms that they would install their own money to guarantee payroll if city ââlaw can not get the required tax increase.
- 1981 : Workers broke down just after midnight on 1 December to demand a wage increase and stay out until 17 December.
